To the Editor:
   The United States of America was founded on the revolutionary assertion that we, the people are wise enough to govern ourselves well.  That was not obvious to all at the time; nor is it always evident at the present. But if the people are sovereign here, we must know what it is that is being done in our name. To vote for or against leaders without knowing what those leaders have done is no better than throwing dice. And so we rely on our Free Press to apprise us of the issues before us.  That  has always excluded tactical secrets (e.g. troop movements). But it is not compatible with giving our CIA or any other branch of our government free rein to kill without public supervision and review.
